运用PPP模式盘活存量文体设施的难点分析及解决建议

摘 要： 结合深圳市大型文体设施建设运营的实践经验，分析使用 PPP模式盘活存量文体设施的三大难点，
包 括 场 馆设 计 缺 陷 导 致 项目实 施 PPP成本 增加、 PPP配套政策滞后不支持项目空间结构有效调整和 PPP项目
用 地 条 件 限 制 盈 利 能 力 改 善 。针 对 以 上 问 题 ，从 找 准 项 目 功 能 定 位 、完 善 PPP相关配套政策、扩展存量项目
发展空间三个方面提出解决建议。

Difficulties of Using PPP Model to Innovate the Stock Sports Facilities and Solutions

Abstract ：
Based on the practical experience of the construction and operation of large-scale cultural and sports
facilities in Shenzhen ，this paper analyzes three main difficulties in using PPP model to innovate the stock sports
facilities ，including the design flaws in the venues that increase the cost of project implementation ，the lagging
PPP supporting policies do not support the effective adjustment of the project ’s spatial structure ，and the land
conditions of the PPP project limit the profitability improvement. In view of the above problems ，puts forward
some suggestions from three aspects of identifying the project function orientation ，improving the PPP related
supporting policies ，and expanding the development space of existing projects.

我国当前正处于从高速增长 阶段向高质量 发 展阶
段转型的时期，而以深圳为代表的一线城市也正面临
着土地资源约束紧张，增量空间供应有限的严峻挑战，
近年来，深圳市在文体设施方面持续加大投入，打造出
了深圳湾体育中心“春茧”、深圳龙岗大运中心等精品
项目，但部分由区级或街 道 层面 事业单位 运营的文体设
施却长期处于亏损状态，场馆空置率高，缺乏活力，造
成严重的公共资源浪费，给政府带来极大的财政负担。
通 过 利 用 政 府 与 社 会 资 本 合 作（ PPP） 模 式 ，吸 引 具 有 较 强 运 营 能 力 的 社 会 资 本 盘 活 存 量 文 体 设 施 ，有 利 于 发
挥社会资本的管理与技术优势，提高文体类项目的运营
效率。但在实践中，绝大部分存量文体设施由政府主导
建设，受政府传统投资模式“重建设、轻运营”等观念
的影响，设施的建设内容与使用功能割裂现象突出。同
时，配套政策不足，体制机制落后等问题也制约
PPP模
式优势的发挥，给盘活存量 文体设施带来了种种挑战。 本文对比分析了深圳市的三个代表性的存量文体
