价 值 链 空 间 关 联 视 角 下 的 产 城 融 合 规 划 研 究 — — 以 西 宁 市 南 川 片 区 整 合 规 划 为 例 PLANNING OF CITy-INDUSTRY INTEGRATION FROM THE PERSPECTIVE OF THE SF IAL ASSOCIATION OF、／ALUE CHAIN：A CASE STUDY ON THE INTEGRATION PLANNING OF NANCHUAN AREA。XINING CITY 黄 建 中 黄 亮 周 有 军 HUANG Jianzhong；HUANG Liang；ZHOU Youjun 【摘要】产城融合规划与发展策略是近年来学术 研究与规划实践的重点领域。既有的产城融合规 划多注重于多元混合功能空间的打遣，缺乏对于 各片区间产业联 系及空间关联的关注，因而在很 大程度上导致无法有效解决产城分离问题。基于 此 ，本文主要从产业联系及其空间关联的视角对 产城融合的规划策略进行深入思考，提 出以产业 一 体化来带动产城空间一体化的新思路，并以西 宁南川片区整合规划为例进行 了实证研究。研究 表明，在产城融合的规划实践过程中，适时把握 价值链空间形态的演变趋势，建构价值链的空间 关联模型，并以此为逻辑线索对产与城之间的各 类生产要素进行有机串联是推动产城融合的有效 策略。在价值链的空间关联模型引导下，价值链 各个环节在空间上得 以有机衔接 ，在不同片区间 建立经济联 系，促进人流、物流、信息流、资金 流在片区间的有序流动，实现各个片区之问的分 工与统筹，以产业一体化带动产城空间一体化， 并最终实现产城融合的发展 目标。 【关键词】价值链；空间关联 ；产城融合；南川 片区 ABSTRACT：The planning and development strategy of city-industry integration is a key field of academic research and planning practice in recent years．The existing city-ind1lstry integration planning pays more attention to the construction of amixed spacewithmultiplefunctions，butlacksthe concern about the industrial relations and spatial association between different areas．Therefore，it cannot solve the problem of city-industry separation effectively．Based on this，this paper gives an in- depth thinking about the strategy of city—industry integration planning mainly from the perspective of industrial relations and spatial association，proposes a new thought that city—industry spatial integration can be promoted by industrial integration among different areas，and conducts an empirical research with the integration planning of Nanchuan Area of Xining City as a case．The research shows that in the process of city-industry integration，it can be an effective strategy to promote city—industry integration by building the spatial association model of value chain according to the evolution trend of its spatial form．The spatial association model can be taken as a logical clue to organically connect the various production factors between the city area and the industrial area．Guided by the sp~al association model，each part ofthe value chain is linked together in spaceandthe economic relations among different areas are established，which Can promote the orderly flow of people，logistics，inform ation，and capital am ong different areas．In this way,the division of labor and coordination between different areas can be realized，SO that city—industry spatial integration can be promoted by industrial integration and the development goal of city-in~stry integration can be ultimately achieved． KEYWORDS：value chain；spatial association；city- indus仃y integration；Nanchuan Area 1 产城 融合研究 回顾 与问题提 出 过去若干年 ，全国城镇化的快速推进带动 城市空间不断拓展。但是，一些新城和产业园区 在开发过程中，往往仅关注产业或居住等单一功 能。割裂了城市与产业之间的联系”J．造成 有 产无城”或 有城无产”的产城分离问题。产城 融合正是在我国转型升级背景下 ，相对于产城分 离提出的一种新发展思路，强调产业与城市功能 的融合发展 ．即以城市为基础．承载产业空间和 产业经济 ，以产业为保障，驱动城市更新和完善 【文章编号】1002-1329 (201 7)10-0009-08 【中图分类号】TU984 【文献标识码l A Ida]10 11819／ct~20171003a 【作者简介】 黄建中(1 968一)，男，博 士，同济大学建筑与城市规 划学院副研究员、博士生导 师．中国城市规划学会学术 工作委员会秘书长。 黄 亮(1 97
